FWAA Petitions WSDA to Add Bulk Fertilizer Pressure Testing of Piping

On November 16, 2018, WSDA acknowledged our October 24, 2018 petition to amend Section 16-201-240 of the Washington Administrative Code (WAC) to allow pressure testing of below ground liquid and gas fertilizer piping in lieu of a visual inspection as an alternative. Currently WAC 16-201-240 only allows for a visual inspection for evidence of leaks. This requires all pipes and fittings to be above ground. Placing piping underground allows for a safer and more economical alternative. With the addition of the pressure checking alternative, the code preserves the original intent and provides another means of leak detection by monitoring for a consistent pressure during the test. 

A change to the existing WAC requires protocols within the rules change process, one of which is a public hearing. The date and location for this hearing is as follows:

The intended date of adoption, if approved, is December 20, 2019.

Note: You may recall that on December 10, 2018, the Washington State Department of Ecology responded to our FWAA petition to remove AMS from the toxic air pollutant list by holding a hearing in Kennewick, Washington. Over 30 industry representatives attended and our petition was approved in May, 2019.
